No you can’t sorry. There’s need to be something that runs inside your network to communicate to Kodi in a secure way. That thing is Yatse.
will sideloading the yatse app and voice integration app on tv itself work ??
If your Tv is running a recent enough Android and have up to date play store you can try. But Yatse is clearly not meant to be use with a DPAD so I’m not sure you’ll be able to properly configure it
